The Equal COLA Act (H.R. 1254)

On February 14, 2019, Congressman Gerald Connolly (D-VA) introduced H.R. 1254, designated the Equal COLA Act, which would provide Federal Employees Retirement System (FERS) retirees with the same annual Cost of Living Adjustment (COLA) as Civil Service Retirement System (CSRS) retirees.

Currently, the FERS COLA adjustment matches the CSRS adjustment up to 2%. The FERS formula stops at 2% until the CSRS formula passes 3.1%, at which point the FERS adjustment would be 1% less than the CSRS. For example, if CSRS retirees received a 3.8% COLA, FERS retirees would receive a 2.8% adjustment. During the most recent adjustment, CSRS retirees received a 2.8% increase, but FERS retirees received 2%.

This bill, if enacted, would remove a serious disparity in the retirement of FERS annuitants. It has been referred to the House Committee on Oversight and Reform.


Assault on Federal Benefits

Every year, the Administration recommends cuts to earned federal pay and benefits for federal employees and annuitants. Particularly targeted are those employees and annuitants covered under FERS, although CSRS annuitants are not immune. This year, with the House under the leadership of the Democrats, there is less risk of cuts to current and retired employees being enacted. It does however give our members an opportunity to speak to members of Congress about fully funding COLAs and salary adjustments for federal workers and annuitants.

Remember, members of Congress and many of their staff members are federal employees as well and should be receptive to your comments.
